You don't need to know your CEP to get a sense of how your career is progressing (or not). Just compare yourself to similar-profile officers who came in around the same time as you.

Intranet has rather clear explanation on CEP - it's not a matter of preference, but CEP may change along the way - due to changes in priorities along the way etc.. what's impt is that if an officer wants to be stretched, he should sound it out to the RO, who can then bring it up to the SLs to see if there are some projects he can lead - and if the officer has proven that he's able to value-add to the projects under his charge, that's when the CEP can be adjusted upwards accordingly. Then again, if one is looking at ST-ship , the responsibilities will be geared towards developing / mentoring others.
