Most of the "engineers" or "specialists receiving engineering bonuses" whom I had encountered in my former ministry were merely doing administrative work (which could be done by the usual MX officers) as well as working minimal hours, while depending on their external consultants to provide real engineering designs and inputs. Highly overpaid bunch of jlbs with no real engineering expertise and contributions if you were to ask me.
