For statutory board and govt sector. They do reference check. Basically some people misunderstood. The reference check doesn't check on the performance of the candidate. Like whether he perform or never perform for the job. The reference check is mainly to check the employment date and salary slips and whether candidate got inflate his own position.
For govt sector they do that. For private sector is subjective. If you are applying for entry level position, they won't bother doing referee check one
