I don't think it's significant lower. They are offering me only $200 more... anyway, i told the HR personnel that it's too low for me and I'm sorry that I'll have to reject. She said she will try to appeal to the HR director.
I'm guessing another 100 more, if it's approve. ($200 if lucky!)
