in my opinion, lots of people with that description (boldfaced) have made it. they are the ones who helped to create things like two's enough, graduate mum scheme, cheap betterer fasterest campaign, MR4 SR9 salary benchmarks, raise gst to help the poor, YOG budgeting, open casinos to create jobs for foreigners, etc.

These examples will only get you SR9 salaries. To reach salaries closer to MR4, you need to be crueler, like tricking impressionable youngsters into studying lifescience or initiating national level policies that Waste the Important TimeS of everyone.

Hence for members like miwashi, who appears to be stuck in a dead end horticultural career overseeing grass cutting, the future is actually not as bleak as it seems. There are ways to climb the civil service ladder, you just have to know the trick.

For a start, you can initiate a program (remember to give credit to your boss) whereby your department ties up with some overseas university to launch a "Horticultural Sciences" Degree. You can then get yourself appointed as the Programme Ambassador to go around the schools promising a bright future to impressionable youngsters who apply for this programme. As the programme intake increases, your career standing will improve and it'll just be a matter of time before you're promoted into superscale grade.
