I don't think its a good thing to max out your pay grade. It may mean that your CEP is low. Or maybe because there's no opportunity to promote you because there is no vacancy.

you working in ministry or statboard ? What scheme of services are you in?
even if you are on MX13, base on MOE website
Appointment Grade Salary Range*
Management Executive 13 (Cadet Grade) $2,400 - $4,350
the cap is $4350..
if you are in MX12, the cap should be mid 5k

Hi all
Just wanted to have a sense of where I stand in terms of civil service and possibly the path ahead.
Current Age : 29
Year joined stat board : Mid 2009
Entry salary: Around $3400 (with 1 year working experience)
Current salary: Around $5.5k (includes 1 promotion)
Degree: 2nd upper honours
Just to check in terms of current market rate and potential, how am I faring?

Personally I would say that getting a promotion within 3 years is very good, or you have been lucky to be in the right place at the right time. That's assuming you didn't come in at MX13 and been "promoted" to MX12.
Take a look at the cohort who joined at the same time as you, whether they have been promoted like you have? Every organization's progress is different.

wat degree do you have? engineering or finance/business/banking ?
is your statboard job more related to engineering or finance?
do you have any wage adjustment during your stay in this current stat board?
are you a at least a "B" grader throughout these 3 years with statboard?
wah 3 years with stat board with 1 promotion give you +2k more since you join...that is alot!!!
I would say you have done very well, i suppose you grad in 2008july and a male with NS cohort?
