Amex cards are targeted at mass affluent & above levels despite their low income requirements. Most retailers that accept Amex are usually not going for the cheap crowd unless they have a group wide agreement.

On the contrary, I think more retailers are accepting Amex because more and more of their customers have been asking whether they accept Amex. I believe it's partly due to this excellent cash back scheme Amex is offering.
