how izzit unfair and unexploited? they made the offer and u r the one with the power to reject or accept. if the pay does not fit ur bill then more on.
Being realistic is to realize no organization owe u a living. they dont pay u bcos they wan to. they pay u bcos of the work u do and the value ur job scope is worth. if by being fair means paying u a salary that match ur expectation than continue searching for an employer that values u more.

the truth is if the gov is willing to offer me job with slow pace, relax work, work life balance, job security and stable almost guaranteed bonus, i would happily join them for 10% monthly paycut.
if ur not happy then dun bother, really no point joining then whole day complain abt being "exploited" or "unfair". for a normal IT exec/associate, i feel its not realistic to expect that the gov give u all the good things abt public sector and yet demand must match ur salary.

I'm teaching in a polytechnic and realistically speaking, the move from PAX 5 to 4 is tough. Many people get stuck at PAX 5 level. To be offered a starting pay of $6,400 with 8 yrs of experience seems reasonable here, and many others do take a paycut to come in to polytechnic (at least for the academic side).
The bonus of 3-4 months is true, considering civil servant bonus payout and performance bonus, may possibly be even higher than 4 months in good times.
All the best in your decision making!

6400 is too low. You should not take it up. You negotiate for 8500. I enter at the age of 34 straight to Pax3 and crossed the bar. Also in IT non-acad post, had a 2000 pay cut when i joined. But the workload is very relax. 10am reach offfice no one give a hoot, even my bosses also seldom appear (always say meeting, meet vendor). Most time in office just simple admin work, debug this and that system. Very no brainer job. Lunch is usually 1.5 to 2 hrs affair outside of campus. Followed by checkibg email, online game etc (use myvown 4G) data. 3pm usually canteen is quite packed as we all love to have tea break for about 40 mins. By then is time to reply some email and get ready to go home. Dont believe? Come visit any poly at 5pm, carpark will be quite empty. Its a relaxing job with decent pay, but will become very stupid as seldom need to use brain (but need to know how to push job or sh*t to others). Conclusion, good environment but too low pay. Go look elsewhere. Too low an offer.

what's your age and annual package? it's better look at annual than monthly salary due to differing bonus structures adopted across companies.
