Hard to generalise as stat boards have different cultures ranging from very conservative bureaucratic to progressive dynamic pte sector like.
Public sector will always value scholars more than the rest of us, but stat boards are less obvious.

DSTA culture is similar to MHA. If its a promotion with good increase can go for it, if just lateral movement than no point i think.

Typical engineer from DSTA since fresh grad from degree, with 5 years of exp can earn how much basic salary (or how much per year)?, Assume onlt aversage C performamce.

If average C performance should be around 4.8-5k I think if you entered as a typical 2nd upper honours.

Not all bell curve is the same for stat board, some allow for skew to have a higher proportion of B and A performers while others follow strictly like ministries.
C is average across ministry and some SB, but in some others more generous SB B- is more like "average"

The problem with bell curve is end up your grade is more dependent on how good your peers are. For e.g. if you end up in a department with a few hi-pos or scholar types, right from the start all the quota for B & above all taken by them.
