Referral letters necessary for applying public service jobs?

Hi,

I'm new to the forum. I would like to ask people who had experience applying for public service positions (Stat boards & Ministries).

I notice it is necessary to include two character references in Careers@GOV resume. Are referral letters still necessary for application review at any stage of the hiring process?
