may i know what is the background check like for stat boards? if i have serious traffic violation (went court and paid $1.5k fine + 1 year driving ban), will i fail the check?
will it be reflected in the check?

Is it normal for SB or ministries to make a verbal offer to candidates without telling them the salaries?

I've been told that I've been considered for the post and the hr even shared with me the benefits via email but did not mentioned anything about salary. Hr says will made an official offer once approval on salary package is obtained from the highest management (but assured me that I've got the job).

I'm very confused and definitely would like to know the salary amount as i worried there will be no room for discussion after the so-call approval. I had indicated a range for my expected salary and worried they will offer me at my lowest, which after computation after the interviews, i regret stating that.

Can someone please advise me?
1. Since there is a verbal offer and email on benefits, does that mean the offer is confirmed?
2. The part on salary, how? Will there be rooms for discussion?

i dont think there is much room for negotiation in ministry/sb anyway.

They will offer you a realistic amount based on ur annual package. From my experience, I have never gotten an amount I stated as expected before.. Even if I gave a range, they will always offer lower then the lowest but there will still be an increment.. depends on how good ur current annual package is.. SB usually have good bonus structure and can't really compare based on the monthly basic..

My fren says title doesn't mean much on govt or SB. is it true?
She says a manager may earn lower than an AM who had work longer in the org. Or a senior executive mean earn lower or same as a executive who work longer.

Does anyone know if that could be true?

This is true. Salary in the public sector is pegged to your grade, but title need not necessary be pegged to your grade. For example, an AM with MX11 may earn more than a M with MX12. Reason being the AM has been in the system longer and had more grade promotions, but just no title re-designation yet. Even within the same grade, the gap could be wide.

Title is a reflection of your current potential. But there's an informal rule that if you resign and join a new organisation, you will need to "waste" 1 year to prove your worth again. Hence sometimes you may start with a lower title than what you previously had. In that kind of situation, it is not uncommon to see someone with a lower title earning a higher salary than someone with a higher title.
